Anyone who deals with casualties will understand scene command and Triage, and yet it remains an area largely un-researched or developed. Major scale mass casualty incidents may occur once in a career. But when they do occur, a systematic approach to utilizing available resources is necessary.
For any system or protocol to work at a mass casualty scene, it must first be put into general practice so that it is a well known and understood procedure.
The unfortunate events in Israel over the past decade and the famous 9/11, Madrid and London have given us the ability to undergo lessons learned in blood and bring our skills to near perfection.

Natural and Man Made Disasters and the Preparedness of the Medical Corps:
Characterization, detection of possible threats that exist in that country (based on geographic, political, religious, etc.).
Locating possible targets of attack (natural or man-made) and develop response plans for such facilities.
Providing tools for treating and dealing with complex incidents. (Train / air accidents, floods, flash rains etc.) .
Creating response protocols and checklists for professional response by general and/or specific characterization.
Developing a debriefing system and lessons for future events.
Building a program (psychological) dealing with the emotional effects in the aftermath of a horrific event.
